A Camera Is Only Effective When Someone Is Watching Properly
A professionally managed control room helps turn CCTV footage into active security intelligence by detecting suspicious behaviour, escalating incidents and documenting what occurred.
Detect
Identify suspicious activity, unusual behaviour and security incidents as they develop.
Escalate
Follow defined communication and response procedures when intervention is required.
Document
Create structured records that support investigations, management decisions and follow-up action.
Why This Service Matters
Turn Passive CCTV Into Active Security Oversight
Many organisations invest in CCTV systems but do not receive the full security value of those systems because monitoring is inconsistent, incidents are missed or operators are not properly managed.
Control-room performance depends on operator awareness, camera coverage, incident procedures, communication and management oversight.
SSC Legacy helps organisations improve these elements so that CCTV contributes meaningfully to loss prevention, employee safety, operational security and incident investigation.
When to Consider Support
Your Organisation May Need Support When:
- Incidents are regularly missed or detected too late
- Operators are distracted, poorly supervised or inconsistent
- Incident escalation procedures are unclear
- Camera faults are not reported or resolved
- Blind spots reduce effective coverage
- Recorded footage is difficult to retrieve or assess
- Security providers are monitoring their own performance
- Management lacks useful incident and trend reporting
- CCTV is not supporting investigations or loss prevention
Independent Management
Monitoring That Is Separate From the Guarding Function
Independent control-room management introduces an additional layer of accountability into the security environment.
Because SSC Legacy is not limited to a specific guarding or technology provider, operators can monitor incidents, security performance and procedural failures without being responsible for protecting the performance of another contractor.
SSC Legacy can work alongside existing security providers, internal teams and technology partners while remaining focused on the client’s risk and reporting requirements.

Meerkat Intelligence Platform
Turn Incidents Into Structured Intelligence
Control-room information becomes more useful when incidents are recorded consistently and can be analysed across dates, locations and operational areas.
Integrated Incident & Risk Reporting
SSC Legacy uses the Meerkat Integrated Knowledge Platform to structure relevant control-room and security information.
Depending on the service scope, reports may record:
Incident date, time and location
Individuals, vehicles or departments involved
Snapshot images and supporting video clips
Criminal, labour and policy-related incidents
Health and safety observations
Recurring patterns, locations and trends
Operator Training
Operators Trained to Observe Behaviour, Not Only Screens
Effective monitoring requires concentration, behavioural awareness, sound judgement and a clear understanding of incident procedures.
Focused CCTV Surveillance Training
SSC Legacy operators receive training designed to improve the quality of observation, incident identification and evidence handling.
Behavioural Observation
Recognising body language, unusual activity and behavioural indicators requiring closer attention.
Incident-Risk Detection
Identifying conduct, movement and activity that may indicate theft, intrusion or operational risk.
Evidence Handling
Capturing relevant footage, images and incident information for investigation and management review.
Escalation Procedures
Following the correct communication path when suspicious activity or a security event is identified.
Reporting Discipline
Recording factual, relevant and properly structured incident information.
Operator Performance
Maintaining attention, accountability and consistent performance across shifts.
Independent Oversight
Strengthen Accountability Across Your Security Operation
A guarding company, technology installer and control-room operator perform different functions. When the same service provider manages every layer, failures may not always be independently identified or reported.
SSC Legacy can provide an independent monitoring and management layer that reviews what is happening across the camera environment, operator function and incident-response process.
The service can operate alongside your existing security company and internal management team without requiring the replacement of otherwise effective providers.

Frequently Asked Questions
Answers to common questions about on-site and remote off-site CCTV control-room management.
What is control room management?
Control room management is the professional oversight of CCTV operators, camera monitoring, incident detection, escalation procedures, reporting and the operational performance of the control-room environment.
What is the difference between on-site and remote off-site monitoring?
On-site monitoring is performed by operators located within the client’s premises. Remote off-site monitoring is performed from a separate control-room facility connected to the client’s selected cameras and systems.
Can SSC Legacy manage our existing control room?
Yes. SSC Legacy can assess the existing environment and provide operator management, training, reporting, procedures and performance oversight according to the agreed service scope.
Do we need to replace our existing CCTV system?
Not necessarily. The existing cameras, recording equipment, connectivity and control-room environment can first be assessed to determine whether they are suitable for the required monitoring service.
Can you work with our existing security company?
Yes. SSC Legacy can work alongside the client’s guarding provider, internal security team, CCTV installer and other service providers while maintaining independent oversight of the monitoring function.
Is 24-hour monitoring available?
Continuous monitoring, including 24-hour monitoring, may be provided where it forms part of the contracted service and the required systems, connectivity and operational resources are in place.
What happens when an incident is detected?
The operator follows the agreed escalation procedure. This may include notifying guarding personnel, management, response teams or emergency services and recording the incident for follow-up.
Do you provide camera status reports?
Yes. Depending on the agreed scope, reporting may include camera faults, outages, obstructions, blind spots, image-quality concerns and possible evidence of tampering.
How are incidents recorded?
Incidents may be documented with the date, time, location, people or vehicles involved, operator observations and relevant images or video clips. Information may also be recorded through the Meerkat Integrated Knowledge Platform.
Can CCTV footage support an investigation?
Relevant footage and incident records may support internal, disciplinary, insurance or criminal investigations. The value of the material will depend on the quality of the recording, how it was preserved and the surrounding evidence.
Can SSC Legacy assess our current control room?
Yes. A review can examine operator performance, camera coverage, reporting, escalation procedures, technical concerns and the extent to which the control room supports the organisation’s security objectives.
