Employee Document Verification: A Critical Part of Employer Due Diligence

A recent South African fraud case has highlighted the importance of employers independently verifying the identity and employment documentation presented by prospective and existing employees.

According to an IOL report published on 12 August 2026, a Mozambican national was sentenced to six years’ imprisonment after using another person’s South African identity document to secure employment at a quarry near Brits.

The individual reportedly remained employed for approximately six years and earned close to R1 million during that period. The matter only came to light when the legitimate holder of the identity document approached SARS and discovered income linked to an employer for whom he had never worked.

Subsequent fingerprint verification with the Department of Home Affairs confirmed that the employee was not the legitimate holder of the identity document.

For employers, the case demonstrates an important risk: documents that appear legitimate at face value may not necessarily confirm the identity, immigration status or legal right to work of the person presenting them.

Document Verification Is More Than a Visual Check

During recruitment, employers are often presented with copies of identity documents, passports, visas and work permits.

While these documents may appear valid, a visual inspection alone may not identify:

  • Fraudulent or altered documentation
  • Documents belonging to another individual
  • Expired visas or permits
  • Inconsistent personal information
  • Invalid or unverifiable identity details
  • Discrepancies between supporting documents
  • Potential misrepresentation by an applicant or employee

Independent verification provides employers with an additional layer of due diligence and can assist in identifying potential concerns before an individual is appointed or granted access to the organisation.

How SSC Legacy Can Assist Employers

SSC Legacy provides Foreign National Work Permit, Visa and Identity Verification services to assist organisations in confirming the documentation and identity information supplied by employees, contractors and job applicants.

Our verification services can include:

  • Visa verification
  • Passport verification
  • Permanent residence permit verification
  • Asylum seeker and refugee permit verification
  • Citizenship verification
  • Identity number validation
  • Identity verification
  • Biometric identity verification
  • Confirmation of personal particulars

The purpose of the process is to help employers establish whether the documentation supplied can be independently verified and whether any discrepancies require further investigation.

Reduce Employment and Compliance Risk

Employing an individual on the basis of false or invalid documentation can expose an organisation to unnecessary legal, operational and reputational risk.

Employers may also unknowingly provide an individual with access to:

  • Company premises
  • Sensitive information
  • Financial systems
  • Clients and suppliers
  • Vehicles or equipment
  • Security-controlled environments
  • Confidential intellectual property

Effective employee screening therefore forms an important part of broader organisational risk management.

Verification Should Extend Beyond Recruitment

The recent case is particularly relevant because the fraudulent identity reportedly remained undetected for several years.

This illustrates why document verification should not necessarily be viewed as a once-off recruitment exercise.

Organisations may also benefit from reviewing the documentation of existing employees, particularly where:

  • Documents have never been independently verified
  • Visas or permits may have expired
  • Historic employee records are incomplete
  • Personal information is inconsistent across records
  • Employees were appointed before formal verification procedures were introduced

SSC Legacy can assist organisations with structured workforce verification initiatives to identify potential gaps within existing employee records.

Contractors and Third-Party Personnel Should Also Be Considered

Employment-related risk is not limited to permanent employees.

Many organisations rely on labour brokers, subcontractors, temporary workers and outsourced service providers. These individuals may have access to the same premises, systems, assets and information as directly employed personnel.

Employers should therefore consider whether appropriate verification has also been conducted on personnel supplied through third parties.

SSC Legacy can assist with verification prior to workplace access being granted, providing an additional level of assurance where personnel are supplied by external providers.

Part of a Broader Employee Screening Strategy

Document verification can also be incorporated into a broader employee screening and vetting programme.

Depending on the role and the organisation’s requirements, SSC Legacy can assist with services such as:

  • Criminal record checks
  • Qualification verification
  • Employment history verification
  • Driver’s licence verification
  • Professional Driving Permit verification
  • PSIRA verification
  • Fraud checks
  • Sanctions screening
  • Identity and biometric verification

A structured screening process allows employers to make more informed employment decisions and strengthens internal governance and risk controls.

Verification Should Be Consistent and Responsible

Employee verification should always be conducted lawfully, consistently and with appropriate consent.

The objective is not to make assumptions based on nationality or immigration status. It is to ensure that the identity and employment documentation presented to an employer is valid, accurate and capable of verification.

A professional verification process protects both employers and legitimate employees by reducing the risk of identity fraud, document misuse and inaccurate employment records.

Strengthen Your Employment Verification Process

The recent North West case demonstrates how identity-related employment fraud can remain undetected for an extended period when documentation is accepted without independent verification.

For organisations, the key consideration is whether existing recruitment and employee screening processes provide sufficient assurance that individuals are who they claim to be and that the documents they present are legitimate.

SSC Legacy assists employers with Foreign National Work Permit, Visa and Identity Verification, employee screening and workforce verification programmes.
